About Us

Centre for Civic Education is non-governmental organisation, non-party and non-profitable association of citizens.

By the Decree of the Ministry of Justice of the Republic of Montenegro, and in line with the Article 192 of the Law on General Administrative Procedure and Article 13 of the Law on Non-governmental organizations, Centre for Civic Education has been enlisted in the Register of non-governmental associations on 19/08/2002 under serial number 1709.

Vision of the Centre for Civic Education is Montenegro as democratic society of responsible citizens.

Mission of the Centre for Civic Education is education for democracy, human rights and European integrations aiming to strengthen civic society based on multiethnic and multicultural values, with high level of participation of citizens in decision-making processes.

Objectives of the Centre for Civic Education are:

- Enhancement of education in the field of democracy, civic society, human rights and European integrations;
- Participation in creation and development of civic, multiethnic and multicultural society in Montenegro;
- Education of citizens for active participation and contribution to the development of open democratic society;
- Research, analysis and public advocating of the solutions leading to the development of civic society;
- Encouraging initiatives of the citizens.

Our values are team work, quality, tolerance, social change and permanent education.

Centre for Civic Education is one of the founders and active member of the widest existing coalition of non-governmental organisations in Montenegro „Through Cooperation to the Aim".

Centre for Civic Education is member of CIVICUS -  World Alliance for Citizen Participation that gathers some 1000 civil society members worldwide.

Centre has Executive Board composed of 9 members from various social sectors and public life.

Daliborka Uljarevic, Executive Director

Ms Daliborka Uljarevic graduated at the Faculty of Political Sciences, Department of International Relations at the University of Belgrade, attended MA in European and East European Studies at the University of Montenegro and currently pursues her MLL at the Law Faculty. She specialised Local government and civil society at the Theodor Heuss Academy (Germany), Comparative Media Law and Policies at the University of Oxford (UK), Regional cooperation and European Integration at the University of Split (COIMBRA programme), Political and Economic Systems in the organisation of Charles University and Georgetown University (Czech Republic), and Democracy, human rights and conflict management at the Nansen Academy (Norway). Within European Marshall Memorial Fellowship (GMF) she was in USA. Through additional study visits she was in Poland, Belgium, Netherlands, Hungary, Slovenia, France, Armenia, Austria, Latvia, Ukraine, Cyprus, etc. She passed through a number of alternative education programmes in the field of organisational capacity building and democratic leadership. She is active as a trainer / consultant within the Centre for development of NGOs’ team of trainers. As expert she is frequently engaged in various programmes lead by UNDP, EURECNA, OSCE, UNIFEM, Sida, REC, ECOSOC, etc. From 2001 until 2005 she was working as Political and Media Adviser in the Council of Europe Office in Montenegro. She was one of the founders and a director of Nansen Dialogue Centre in Montenegro. During 1999 and 2000, she worked for BBC world as a local producer. Before that, she worked in OSCE Mission in Montenegro and in International foundation for election systems from Washington in Serbia and Montenegro. During her studies, she was active participant and spokesperson of the Student protest 96/97 in Belgrade. Ms Uljarevic is the President of the Association of Political Scientists in Montenegro, Managing Board of Centre for Development of NGOs and Executive Board of JEF Montenegro. Also, she is member of the Executive Board of the Institute Alternative, as well as NGO Coalition "Through Cooperation to the Aim" where she coordinated Task Force working on structure of financing NGOs from public funds. Within the Coalition for RECOM, which is working on regional level, she is member of the Coordination Council. She is a co-author of publications Value orientations and levels of social activisms of students in Montenegro; 21 Story on Democracy; Learn about the European Union; Civil Society Index for Montenegro – Weak Tradition, Uncertain Future and Public Administration in Montenegro: salary schemes, rewards system and opportunities for professional advancement in law and practice, as well as editor of several books, mainly dealing with democracy, human rights and European integration issues.

Paula Petricevic, Programme Director

Ms Paula Petričević is currently working on her MA thesis at the Theory of Culture Department within Faculty of Political Sciences at the University of Belgrade. She graduated Philosophy at the Faculty of Philosophy of the University of Belgrade. Also, at the Faculty of Political Sciences in Belgrade she completed alternative programme within the Women’s studies and Gender Research Centre. In addition to that she specialized in religious fundamentalism issues through seminars in the organization of the Women in Black from Belgrade. She completed Summer Course “État – Confession – Modernite“ in organization of École des hautes études en sciences sociales (EHESS), Atelier de Recherches Internationales (ARI) and Faculty of Political Sciences in Belgrade, as well as European Integration School in the organisation of CCE, CDNGO and EMiM, with the support of FOSI ROM. Additional specilisation done at the Centra European University in Budapest through the programme „Politics of Belonging: Democracy, Identity and Power in 21st Century“. She is fluent in English language and has knowledge of French. She is a member of redaction of several publications. Her works are publicised in compilation “Someone said feminism – How feminism influenced women of 21st century” by Women in Black, Belgrade Women’s studies and Gender Research Centre and Reconstruction Women’s Fund from Belgrade (“One God - one gender: the attitude of monotheist religious communities towards human rights of women“), as well as in compilation “Women in Media Mirror” by NGO NOVA – Centre for Feminism Culture from Podgorica (“Anything but feminist”). Paula’s theoretical essays were broadcasted on Third programme of the Radio Belgrade.

Petar Djukanovic,  Programme coordinator

Mr Petar Djukanovic is currently preparing his MA thesis at the European Economic Integrations Department within Faculty of Economics, University of Montenegro. He graduated Sociology at the Faculty of Philosophy of the University of Montenegro, as one of the most outstanding students in his group. He completed Human Rights and Minority Rights School, in the organisation of the Centre for Civic Education and Council of Europe. Additionally, he specialized identity issues in Germany, intercultural dialogue in Hungary, regional cooperation in Croatia and project management in Belgium. As scholar of the Heinrich Boll Stiftung he was in study visit to Brussels within the programme „Capacity Building for Wester Balkans“. He is Secretary General of JEF Montenegro. Fluent in English and Italian language, has also a knowledge of German. Mr Djukanovic is active as the lecturer in the Young Leadership School, organised by the Centre for Civic Education, as well as trainer in the field of human rights and European integration. He is a member of redactions and editorial boards of several publications.

Vera Scepanovic, Programme Advisor

Ms Vera Scepanovic is finishing on her PhD in Political Sciences, with specialisation in political economy at Central European University in Budapest, where she also completed MA studies. She graduated in Social Sciences at the University in Utreht, and had acquired her IB degree from Mahindra the United World College in India. She also attended European Integration School, organised by CCE, CDNGOs and EMiM, with support of FOSI ROM, as one of the best participants in her group, and Diplomatic Academy „Gavro Vuković“, at the Law Faculty of the University of Montenegro. She is fluent in English, French and Italian language, and has basic knowledge of Spanish. Ms Scepanovic has extensive theatre expreince, as well as working background as a journalist. She worked as a volunteer in NGO Sadhana and UWC Mahindra in India, as well as in the Centre for Asylum seekers in Netherlands. She is member of the Managing Board of the Institute Alternative, and active in European Movement in Montenegro. In addition to this, she is a member of redactions of several publications and editorial board of European Pulse.

Vucic Cetkovic, Office manager

Mr Vucic Cetkovic graduated at the Faculty of Economics of the University of Montenegro. He completed Democracy School, in the organisation of the CCE and foundation Friedrich Ebert, and additionally specialized at the Diplomatic Academy in Vienna in Conflict Resolution, through CRS programmes in the field of youth activism and facilitation, as well as in CCE in European integration. He took part in the project „European Rails of Peace“ organised by Global Forum from Italy, with the support of Stability Pact for SEE and Government of Austria. Mr Cetkovic was active as facilitator in development of National Action Plan for Youth and volunteer in NGO Association for Equality and Tolerance. Through study visits he was in Macedonia, Austria, Italy, Belgium, France, Germany, Netherlands, Norway. He is President of JEF Montenegro. He worked as intern in Commercial bank A.D. Budva. Fluent in English, has also basic knowledge of Russian and German language.

Snezana Kaludjerovic, Legal Advisor

Ms Snezana Kaludjerovic graduated at the Law Faculty at the University of Montenegro. She completed professional exam for work in state authorities and currently prepares judicial exam. Also, she successfully passed training for creditors within bankruptcy process in the organization of the American agency for international development, as well as training for trainers of election procedures organized by the Centre for Monitoring (CEMI). She finished Oratory School at the Law Faculty and took part in numerous competitions in the country and abroad where she was winning individual and group awards. During the studies, she was working as project assistant in the OSCE on trial monitoring. After graduation, she was engaged as programme associate within Union of Employers of Montenegro. Ms Kaludjerovic did her trainee stage, and got extensive working experience, in Basic Court in Podgorica, where she worked for four years. Previously, she used to be party active. She speaks English language.

Selman Adzovic, Programme associate

Selman Adzovic is currently finishing Law Faculty at the University of Montenegro. He started high school education in Tuzi, and completed it in United States of America as the scholar of US government through the Junior Achievement Program. Additional specialisation was also done in US through study visit. He completed Democracy School, in the organisation of the CCE and foundation Friedrich Ebert. Mr Adzovic is active member of the Debate Club of the Law Faculty and participant of the debate competitions. He was the finalist of the second game talk show „We are choosing the leader“ at the Atlas television. Previously, he was practising basketball and currently he is training younger basketball categories within local school. He is fluent in English, Albanian and Italian. He is a member of redaction of publication „Parliamentary Elections 2009 – a contribution to the development of political memory in Montenegro“ publicised by CCE with the support of Heinrich Boll Stiftung.

Ana Vujosevic, Programme associate

Ana Vujosevic is currently finishing Law Faculty at the University of Montenegro. She has successfully completed European Integration School organised by CCE, CDNGO and EMiM, with the support of FOSI ROM, Regional Democracy School organised by FES, Centre for International Relations from Banjaluka and Centre for International Studies from Zagreb, as well as School of Natural Law via Law faculty. Additionally, she specialised through the study visit to the European Parliament in Brussels in the organisation of Women Democratic Network, International Republican Institute (IRI) and European People's Party, programme of Gender and Political Leadership in udapest by Robert Schuman Institute, Euro-Mediterranean Leadership Programme in Izmir organised by IRI, Political Academy of the Austrian People's Party, and numerous seminars of political skills development of the UK Conservative Party and National Democratic Institute. From 2006 until 2008 she was secretary of the Presidency of the Movement for Changes (MfC) and associate in the MfC headquarter. During her studies she was engaged in student's organisations. She is party active. Fluent in English. She is a member of redaction of publication "Parliamentary Elections 2009 - a contribution to the development of political memory in Montenegro" publicised by CCE with the support of HBS.

Violeta Marniku, PR / Programme associate

Ms Violeta Marniku currently persues specialisation studies of nternational
relations at the Faculty of Political Sciences of the University of Montenegro, where she already got Bachelor degree at the same department. She completed European Integration School, organised by CCE, CDNGOs and EMiM, with support of FOSI ROM. In addition to this, she took part at the Summer School of Democracy organised by the Council of Europe in Strasbourg during 2008. Additional specialisation conducted through Human Rights and Minority Rights School organised by the CCE, with the support of Commission for Allocation of Portion of Lottery Games during 2007 and 2008. She was in study visits in United States of America, Norway and Belgium through different programmes. Ms Marniku is participant of the first regional camp on security and Euro-Atlantic integrations REACT 2008, organised by ALFA Centre. Furthermore, she is winner of the first game talk show "We are choosing the leader" at the Atlas television. For already ten years she is music performer, and translator for last three years. In addition to Montenegrin and Albanian, she is fluent in English, with basic knowledge of Russian language

Mirela Rebronja, Programme Associate

Mirela Rebronja currently persues specialisation studies of journalism at the Faculty of Political Sciences of the University of Montenegro, where she already got Bachelor degree at the same department. She completed Democracy School, in the organisation of the CCE and foundation Friedrich Ebert, as well as Regional Democracy School organised by foundation Friedrich Ebert, Centre for International Relations from Banjaluka and Centre for International Studies from Zagreb. Additionaly, she specialized within the regional programme "Religion School - meetings and interrelations" in the organisation of Belgrade Open School and International multireligious intercultural centre Zajedno in Sarajevo. For number of years she is actively practicing folklore. At the Faculty of Political Sciences she also completed diction course. She gained journalistic experience as RTCG reporter, as well. Ms Rebronja is member of the Team of Trainers within the Young Leadership School conducted by the Centre for Civic Education. Fluent in English, with basic knowledge of Russian and Spanish.

Dragana Otasevic, Programme Associate

Dragana Otasevic currently persues specialisation studies of social policy and social work at the Faculty of Political Sciences of the University of Montenegro, where she already got Bachelor degree at the same department. She completed Women and Peace Studies organised by NGO Anima from Kotor, Democracy School, in the organisation of the CCE and foundation Friedrich Ebert, School for educators in the field of anti-traficking organised by the Red Cross of Serbia, as well as School for educators in the field of diffusion and international humanitarian law organised by Red Cross of Montenegro. She volunteered in OKC Juventas within programmes dealing with sexual workers and drug addicts, and in Red Cross of Montenegro as lecturer in the field of human rights and international humanitarian law. Ms Otasevic is member of the Team of Trainers within the Young Leadership School conducted by the CCE and redaction of publication „Parliamentary Elections 2009 – a contribution to the development of political memory in Montenegro“ publicised by CCE with the support of HBS. She speaks English and Russian language.

Sinisa Cadjenovic, Financial manager

Mr Sinisa Cadjenovic currently persues MA at the Accounting and Audit Department within Faculty of Economics, University of Montenegro. He graduates general economics, banking and finance at the same faculty. Also, he completed Human Rights and Minority Rights School, in the organisation of the Centre for Civic Education and Council of Europe and journalism course in the organisation of weekly magazine „Monitor“. He specialized through programme „Efficient Cash Management“ organised by US Treasury and Montenegrin Government. He speaks English and French language. Mr Cadjenovic used to work as accountant in private company „Gratis“ and as intern for a year in State Audit Institution on tasks related to the audit of budget of the Republic of Montenegro and municipalities.

Ilija Peric, Art Director / Producer

Mr Ilija Peric is currently finishing master studies Theory of Art and Media at the University of Art in Belgrade. He graduated at the department of computer arts and design at the Academy of Arts BK in Belgrade. From 2001 until 2005 he was working on the project of design and maintenance of corporative web site of the company ”ProMonte”. In the capacity of chief designer, producer and webmaster he works for number of organisations and companies in Montenegro. He was engaged within great number of projects in the field of design and production by the Government of the Republic of Montenegro and its ministries, UNDP, CHF, Municipal Office for Drug Prevention, etc. In addition to this, he did the entire visual identity for various organisations, private enterprises and campaigns. Vladan Žugić, Editor in Chief of European Pulse

Mr Vladan Zugic got his Bachelor degree at the Faculty for Metal and Technology of the University of Montenegro. He specialised election reporting and ethics in journalism in California, USA. Mr Zugic completed European Integration School, organised by CCE, CDNGO and EMiM with the support of FOSI ROM, as well as Democratic Leadership School which is organised by Summer University of Democracy for Schools of Political Sciences of the Council of Europe. From 2000 he is working as journalist, starting from daily "Blic", and from 2002 he is journalist of current affairs within daily papers "Vijesti". In addition to this, he is Montenegrin correspondent of Zagreb based weekly "Liderpress", and cooperates with several other media from the region. He speaks English.

Besides the core staff, Centre has number of associates who are active in different aspects in the realisation of its mission.
